Question. He has 33 wins over the last 3 Bashos, which is the requirement, but two of those wins were by Fusenshō, so does that matter?

Also, he's only been Sekiwake for two of those. Does he need those 33 wins to all be while in that rank?

Only needs to be wins in the sanyaku. So komosubi wins count. The fusensho wins technically are a potential issue, but they really need another Ozekie, and he won the yusho as part of the 33 so that helps.
 
Kiribayama did it so decisively as well.

The best part of Ura Tobizaru was the smiles at the end. Love those two. Ura's brand of sumo is really working for him now.
