I don't know about other places in the Middle East or in Central Asia...but in Afghanistan these are actually associated with different tribes/clans/provinces/etc. When I first got in country one of my team members wore one that was a different color and pattern than the rest of us. We soon found out that the color he was wearing was associated with a rival warlord to the south of us and the local guards/military where we were at didn't appreciate him wearing the wrong colors so to speak. He quickly changed Shemaghs.
