For an entry level fountain pen (I'm assuming that's what you're talking about), I'll offer my 2 cents, in the FWIW category. Personally, I have 3 recommendations, and they are under $30 each. In no particular order:
Pilot Explorer
Pilot Metropolitan
TWSBI Eco
Both those Pilot models have the same nib, and are, for the most part, smooth writers right out of the gate. Also, speaking of Pilot, you could get a Pilot Varsity, which is all of about $3 (it's a disposable), and see how you like it as it has an excellent writing nib. The TWSBI Eco is also an excellent writing pen. The nib is a good one and the pen really feels nice to write with. I have several Metro's, in both standard nibs, as well as stub nibs. And the same goes for the TWSI Eco. The Explorer is relatively new (I think) and I've just got one of those.
Oh yes, pens, nibs, inks.....the rabbit hole is unending!
