This has existed for a while in various formats. There’s a vintage Gillette can that a brush mounted on top of.

Then like 5-8 years ago, I think AOS had a rotating brush like that.

And around that same timeframe I seem to remember an infomercial-ish product that looked just like the one you posted.

Why anyone would want to downgrade the shaving experience is beyond me!
 
I recall something like this back in the early 80's. It was a brush with a twist knob base that held the shaving cream so the cream came up through the middle of the brush. I had one and used it until the cream ran out. It was terrible in comparison to Williams. I think it was a gift from a relative that was subtlety trying to tell me to shave when I was 14.
