When men go to fine barbers to get a classic shave with a straight razor and proraso shave soap/cream, do the barbers try to leave the lather on for as long as possible or do they know like for how many minutes to leave the lather on approximately so to soften facial hair before actually start to shave the customer? How do they determine what to do?
 
The lather is not what softens the beard on the face. It is the prep.. A facial wash, followed by a good moisturizing oil, and then a layer of hot lather and Hot towel, and steaming for at least 3-5 minutes. That prep along with the steam allows the sebacious glands to produce a bit more production to prepare the whiskers. Then the application of the 1st layer of soap and shave should begin right away. Followed by a 2nd hot towel, lather, shave, 3rd hot towel, lather, shave then a rest facial to place all the moisture back in the face, then another hot towel, then application of post shave products and a cold towel, talc and finish

But what about people who use proraso at home with safety razor?
 
At home Take a nice hot shower and make sure your face is well hydrated with a good quality soap, or wash your face prior to shaving. you can do all the steps listed above at home, although most daily shavers do not. Just prepare your lather, apply, making sure the lather is also well hydrated and wet and shave away

But lets assume i wanted to leave shave gel on my face the longer i leave it on the softer my facial hair? Would leaving lather on for five minutes soften hair more than just three?

not necessarily you need to introduce heat prior to Lathering, The lather itself is not made to soften the beard it is made to help the razor glide
